Parents may suffer financial losses if the child used their account, and after blocking the funds will be "frozen."
In theory, they have the right to appeal against an unlawful expense in a civil order, but this is a separate procedure that is not related to criminal prosecution.

4. Practical recommendations

Implement multi-level KYC verification (DVS, biometrics, banking APIs).
Conduct regular audits and train personnel to recognize attempts to bypass inspections.

2. Teenagers (and their legal representatives)

Not trying to register on platforms under 18 risks losing access to funds.
Parents are advised to monitor family devices and block gambling sites at the network level.

3. Common goal
The system is built in such a way as to either exclude admission <18 years, or immediately record the protocols of violation, shifting responsibility to the operators and protecting minors from the consequences of the game.
